Curbside Recycling Facts
- When you toss out one aluminum can, you can waste as much energy as if you’ve filled the same can half-full of gasoline and poured it onto the ground.
- Some grades of box board, such as cereal and pasta boxes, now contain up to 100% recycled fibers.
- Glass can be recycled endlessly.
- Paper fiber can be recycled an average of 7 times before it becomes too small.
- Recycling means jobs. There are 16,000 jobs connected to recycling in the St. Louis Area.

- Steel and Tin
Recycled cans take 75% less energy to make than cans which are made from raw material (Iron ore). 90% of recycled steel cans are used for food packaging.
- Aluminum Cans
Manufacturing aluminum cans from recycled stock saves. Recycled cans require 95% less energy to make than cans that are made from raw material. Bauxite ore comes from mainly Australia, Brazil, Guinea and Jamaica. 20 recycled cans = 1 new can.
Recycling one ton of plastic containers saves 3.85 barrels of oil.

In 1912, Sea Scouting was founded for older Scouts and flourished as a program based on traditions of the sea.
In 1935 Senior Scouts were called Explorers for the first time, and many were organized in separate Explorer crews in troops, using a Senior Scout program.
In 1938, Mr. Waite Phillips, a Tulsa oilman, gave the Boy Scouts of America 35,857 acres of northeast New Mexico, which became the Philmont Scout Ranch and Explorer Base.
In May 1949, the national Executive Board revised Senior Scouting to recognize as Explorers all young men in posts, Sea Scout Ships, Air Scout Squadrons and all Boy Scouts over age 14 in troops.
In 1954, the National BSA Executive Board and the University of Michigan made a national study that revealed the needs, desires, and concerns of boys 14 to 16. As a result a completely new Explorer program was developed and put into effect January 1, 1959. This new program included activities, methods, and recognitions that were similar to, but separate from, the Boy Scout program.
After almost ten years of limited progress, a study was made of the special-interest posts being organized by William H Spurgeon III, a businessman from California, and the newly completed research project of the BSA by Daniel Yankelovich. This study indicated that 83 percent of youth surveyed wanted more information on careers than they were getting at home or in school, and 94 percent wanted adult associations. Coed participation, sports, and adult-life recognition were found necessary to attract young adults to Exploring.
This study was implemented by a national committee that developed the present Explorer program. As a result, special-interest Explorer posts began to be organized by businesses and professional and trade organizations. The career interest survey of high school students was developed to identify and recruit members.
This opportunity to join post that specialize in careers or recreational programs attracted large numbers of young adults to Exploring. Exploring locally and nationally became a separate division of the Boy Scouts of America designed to serve young men who had dropped out or never were Boy Scouts
In April 1971, young women became eligible for full membership in Exploring, and the upper age limit was increased to age 21. With these new methods came a series of national activities designed and conducted to strengthen the local posts- the safe driving road rally, the Explorers Olympics, and the National Explorer Congress, which led to the organization of the Explorers Presidents' Association, involving Explorers in planning their program at entry level.
By 1981, the rapid growth of Exploring led to the development of national specialty programs in aviation, business, science and engineering, law and government, Law Enforcement, health careers, outdoor, Sea Exploring, sports career education, arts, skilled trades, social service, fire, and rescue and communications.
An Explorer Presidents' Association Congress was designed to train local and national youth leaders. A national Explorer leadership conference was implemented in 1994 on a biennial basis.
Residential Sanitary Sewer Lateral Insurance Program (SLIP)
The City of Florissant's Residential Sewer Lateral Insurance Program covers the cost of repairing a defective residential sanitary sewer lateral in the City of Florissant.
The portion of the residential sewer lateral that is covered under this program runs from the main sewer line up to within five feet of the home’s foundation. The homeowner is responsible for the cost of repair or replacement of their sewer lateral inside their home and within five feet of the home.
The program does not cover septic tank systems, private treatment systems or the cost to replace any trees, shrubs, flowers, sod, decks, concrete work (except for public sidewalk and street work), retaining walls or out-buildings that may be damaged during repair of the sewer lateral. The program will cover only sanitary sewer laterals that connect to the main sewer system. The program is responsible for covering the repaired sewer lateral site with clean fill rock and soil, and seeding the area.
This program does not apply to commercial, industrial or multi-family properties with more than six dwelling units.
If you see a cave-in/sinkhole:
Contact City of Florissant Engineering Division at engineering@florissantmo.com. The City will contact MSD (the St. Louis Metropolitan Sewer District) to perform a dye test. As seen in the illustration below, cave-ins are frequently caused by leaks in private and public sewer lines. If it is positive to the public sewer, MSD will make the necessary repairs. If it is positive to the private sewer (home sewer lateral) the homeowner is eligible to apply to Florissant’s sewer lateral insurance program below (no deposit is required for positive MSD dye test applications). If it is negative to the private or public sewer system, then MSD will inform the City that the hole is caused by another source (for example, rotting tree roots, erosion, animal burrowing, etc.) in which case the homeowner is responsible for filling the hole.

Step One - Application
Apply to Florissant’s Sewer Lateral Insurance Program at the link on the bottom of this page. There is a $300 deposit for applying to the Program. Once the City has received your application and the office has verified that the taxes were paid for the property, you will be emailed an invoice that can be paid online, over the phone, or at City Hall. We do not accept personal checks as a deposit. We accept cash, debit and credit cards, money orders or cashier's checks. (All debit and credit cards processed will have an additional 2.65% that is a non-refundable processing fee).
Once the deposit has been received, the City will have our plumbing contractor contact you and make an appointment to inspect your sewer lateral and provide the City with a report.
Step Two - City Review

If approved:
- Receive approval notification and tentative repair date (this is only an estimate, as the date often has to be moved around due to emergency repairs, weather, etc.)
Homeowner Responsibility:

- The city’s sewer crew will need access to water and electric outside the home the day of the repair
- Someone 18 years old or older must be at the home the day of the repair
- After the area is restored, the homeowner is responsible for watering the seed, or the grass will not grow

If denied:
• Deposit kept for plumber inspection and clerical costs Possible reasons for denial:
• Area with blockage is under the home, or within 5 feet of the home foundation
• Small defects or hairline cracks
• Line is open and in serviceable condition
• This program is not intended to satisfy a home sale contingency.
If your lateral is denied for repair, your deposit will be kept by the City to pay for the cost of the City’s contracted plumber and clerical costs.
Step Three - Repair
If a repair is approved by the City Engineer, the repair process is as follows:
City Responsibilities:
- City’s sewer crew will contact Missouri
- One Call for utility line locations
- Schedule repair (emergency repairs will be prioritized)
- Confirm appointment day before repair Crew will arrive between 7-9 AM on repair day
- Excavate, perform repair, backfill, and seed area (seeding may occur later depending on the season).
- Reimburse the $300 deposit to applicant. Reimbursements are processed on the last week in month after repair is performed.
SEWER LATERAL PROGRAM DISCLAIMER:
Following receipt of your application and $300.00 deposit, the Department of Public Works will evaluate the application and verify that Personal Property taxes for the previous year were paid.
If the City determines the lateral is defective, arrangements will be made for the City’s crew to excavate the area to repair the sewer lateral. If your lateral is approved for repair, you will be reimbursed the $300.00 deposit once the repair is complete; if you are not approved for repair, your deposit will be kept to compensate the City's contracted plumber for their services.
Frequently Asked Questions
How is this program funded?
Under this program, homeowners pay a $50.00 annual fee, which is included on the real estate property tax bills issued to homeowners each year.
How do I apply to the program?
There is a link to the application at the bottom of this page. If necessary, there are paper copies of the application available at City Hall.
When should I apply to the program?
If you have had your sewer lateral line cabled by a licensed plumber or drainlayer, and they were not able to open the line, you are eligible to apply to the program. Also, if you have received notification from the City or MSD that a cave-in is positive to your sewer lateral, you are eligible to apply.
What is the wait time for an approved repair?
Although wait times vary, the average time from approval to repair is 2 weeks. Emergency repairs (lines that are completely blocked) receive precedence and are moved to the front of the repair list.
Why isn’t the City replacing my entire sewer lateral?
This program was created to make spot repairs (usually 10 feet) to defective sewer laterals, helping homeowners from being stuck with thousands of dollars in repair costs when their sewer is not functioning. This program is not there to replace the entire sewer lateral with new pipe, or to prevent future defects that may occur. If the City replaced your entire sewer lateral line, the program would quickly go bankrupt.
What constitutes an emergency repair?
A lateral that is severely clogged and cabling the lateral by a licensed plumber or drainlayer is unsuccessful is considered an emergency repair. The clog must be so severe that nothing can pass through the lateral. In a case where there are numerous emergency repairs pending, they are repaired in the order received. If there is only one emergency repair pending, it will be moved in front of all pending repairs but only after the paperwork has been approved by the City Engineer and the Street Department has contacted Missouri One Call in which all underground lines have been located.
Why do I have to make a deposit?
Your deposit is to cover the cost of the City’s contracted plumber as well as clerical work in the case that your line only needs maintenance and is not eligible for repair through the sewer lateral insurance program. This program is not a substitute for regular maintenance and quality plumbing work.
When will I receive my deposit money back?
If you are eligible for a deposit reimbursement, they are processed on a monthly basis, so you can expect it to take up to 30 days before it is sent out.
Can my lateral repair be expedited because of a pending home sale?
No
I am selling my home. Will the new owner be eligible for the program?
Yes. This program is based on the technical requirements stated above regardless of who owns the home. As long as the real estate property taxes are paid in full, the home is eligible for consideration of repair. If a home is approved for repair, but it is anticipated that you will close on the home sale prior to the repair date, we require that the new owner submit written confirmation that they are aware of and in support of the planned repair.
What if my sewer lateral is attached to a septic tank?

What is meant by “routine maintenance of my sewer lateral line”?
Just like any other part of your home, your sewer lateral line requires regular maintenance. You may need to have your line cabled by a plumber or drainlayer on an annual basis, especially if you have large trees or bushes in your yard. Also, what you put in your drain is extremely important, and not flushing improper items will save you expensive plumbing bills in the future. Remember, NEVER pour Fats, Oils, or Grease down your sink, garbage disposal, or drain. Below is a list of other items that should NEVER be flushed down your toilet, garbage disposal, or drain:

Residential
The City of Florissant takes pride in its community and housing stock. Building codes were adopted by the City Council to insure and protect the public health, safety, and general welfare of its residents.
The City of Florissant requires permits for most remodeling including fences, swimming pool, decks and porches, sheds, room additions, basement remodeling, garages, fireplaces, patio covers, electrical wiring, plumbing work, water heater replacement, and furnace and air conditioner installation.
If you are planning a project you may call the public works office at 839-7648 to find out if a permit is required.
A permit application must be filled out and submitted with: 2 copies of site plans (survey) showing the location of the structure to be built, including distances from property line and; 2 copies of construction plans showing top and side views, dimensions, type of wood, size of footing, etc. Submissions are dependent upon type of construction.
Generally there is a waiting period between submission of the application and issuance of the permit of 10 working days to allow for proper plan review. The City of Florissant issues about 2,700 building permits a year. Permits are processed on a first come / first served basis.
Commercial
Prior to occupying a commercial building, which includes such uses as schools, churches, community organizations, an occupancy inspection and permit are required. In most cases a business license is also required. Applications for a business license and commercial occupancy inspection may be obtained from the Florissant Finance Department at the Florissant City Hall. The Building Commissioner reviews all commercial occupancy requests for compliance to the Florissant Zoning Code. Should you have any questions regarding business licenses please call the Finance Department at 314-839-7612. The City has one street sweeper which is in operation all year, weather permitting. All streets are swept on a regular basis with the frequency being approximately every eight weeks. Main streets and problem areas are swept more frequently. In order to keep our city as clean as possible, raking leaves and other yard waste into the street is prohibited.Signs
City crews maintain and repair thousands of signs throughout the City. To report damage or faded signs, please call 839-7652. In many cases, these signs can be replaced or repaired in a very short time.Traffic Commission
The Traffic Commission is comprised of nine residents (one from each ward), a police officer, and either the City Engineer or Street Superintendent. This Commission meets the second Tuesday of each month at the James J. Eagan Center at 7:00 p.m. to review various traffic-related requests and situations within the City. If you have a traffic-related problem, please contact your Councilperson to have this item placed on the next agenda for the Traffic Commission to review.Florissant Business Owners-Resident Privileges
The owner of any business located within the city limits and their immediate family living at that address, shall be deemed a resident and eligible to receive resident cards. If more than one person owns the business, then the individual who signs the business license application and their immediate family will be the ones eligible to receive a resident card. To obtain a resident card you must come up to either the James J Eagan Community Center or the JFK Community Center. We will enter your information and take any pictures, however you will not be issued the card(s) until we can verify that you are the Business Owner through our Finance Department. This may take up to 2 days. If we are unable to verify your ownership at the time of your visit, we will mail you your cards upon verification of ownership.
Complaints Regarding Police Employee Conduct
The Florissant Police Department appreciates feedback from the community on the performance of our officers and staff employees. It is also our policy to investigate allegations of misconduct by our employees or citizen complaints regarding our delivery of services.
An inquiry or complaint may be made at any time. Keep in mind complaints should be made within a reasonable time after the alleged incident occurred to help insure that evidence is still available and recollections of the incident are still fresh. To make an inquiry or register a complaint, contact the department at 314-831-7000 and ask to speak to a supervisor. If a supervisor is not available at the time that you call, one will contact you as soon as they become available.
Formal complaints need to be in written form per Missouri Statute 590.502, R.S.Mo., Please see the attached Florissant Police Department Complaint form which is to be completed and brought to the Police Department. A Supervisor will accept the form and forward it to the proper authority responsible for further investigation. If unable to respond to the station other arrangements can be made to receive the complaint form.
